Cable shields are typically tied to frame/backplane ground. One end
only if you want to avoid ground loops.
The cable shield from your VFD to motor connection should also be tied
to frame/backplane ground.

I've never been fond of the idea of removing the PC from its enclosure.
I've always thought that the steel case (PC cases are always steel I think)
shields the mother board from interference.

One question I had when wiring up the system is I connected the west amp
servo cable _shield_ to the backpanel. Which is also where the VFD is
attached and pretty much everything else would be grounded to that as
well. I was concerned about noise with that...

This is really not a problem as long as all of your power feeds are
referenced to building ground. (wired to code)
I would put a ground terminal/bus in the panel and make sure you tie all
incoming ground wires to the same ground buss right in the box.
