Thunderbird 24.6.o installed on Win 7 x86-64
Enigmail 1.6.
I post an email to a person that is signed and encrypted. I select to
'send-later' and the email goes to the Outbox. Signed and encrypted.
All is okay.

In Thunderbird's address book, a right click on a contact name will allow you to
select properties for the person concerned.
At the bottom of the contact tab, there is an option to set preference for Plain
Text or html.
