The weather module is still at an infancy stage and it is being
implemented somewhat different.
The system(wget) has been taken out and replaced with the
ecore_file_download as well as its download parser placed on a
diiferent ecore timer. There's still many stuff that we need to clean
up.

This is a patch to move entrance from edb to ecore_config. I know there
was some objections against using ecore_config, but I don't remember
them. I see no reason not to ditch edb since that would remove one
dependency, and ecore_config can do everything that edb can do.
