Short answer: Windows 10.
A bit longer answer: Windows 10 decides default programs, not the
programs, so there are no longer any easy way to set
excellent in our environment, but use with caution, it could break at any
moment because of a windows update.

using, system side:

(but seems does not work anymore), or:
