Just add the following setting in about:config :
browser.fixup.domainwhitelist.hostname = true
('hostname' beeing replaced by the hostname of your intranet server, off course)

This should prevent FF from searching "localsite" in google.

We've not had any issues with that, although the format of the site address is
//intranet.hostname.gov
How are you trying to set the homepage? We do it with a user.js and prefs.js
files.
