If you have the pinout for the Molex? connector on the old control it should just be a conversion of cutting the wires from the Molex and adding spade terminals for the new control.  I'm guessing the signal wires are keyswitch, enable/startswitch and throttle/potentiometer speed control.  Make

Any charger has internal sensing of its output voltage. This is nearly always in the form of a resistor divider network. If you place an additional resistor in parallel with one of the sensing resistors, you can influence the voltage that the charger 'sees'. Raise the apparent voltage high enough
