It is knowledge---of at least one truth. It is a given for all universal 
machines, from which they can be deluded or not with respect to their most 
probable histories.

The 3p “I” of the machine is handled by the second recursion theorem of Kleene: 
you got a machine e which can reason, think, know, observe things about e, 
including its emulation in different contexts, but the 1p “I” is when that e 
*is* self-referentially correct, notably on the fact that it knows something in 
relation with some notion of truth/reality.

That is not testable per se (only provable for simple Löbian machine, like 
Peano arithmetic). 

To me, the Löbian discourse (sum up by the modal logic G), together with the 
truth, sum up by G*, makes me think that Peano arithmetic has passed the test 
of consciousness, once she explains why she should better not confuse []p and 
[]p & p, despite praying for their equivalence (explicitly so when saying “yes 
doctor”).

I have not read the paper yet, but I can't help but think that if you 
define according to some computational outcome then you have set a goal 
that you can achieve with computation.
