I know I have posted here before, but I have wiped my slate clean and am
starting over. Right now I have an exchange 5.5 server in domain OLD. I
have a 2000 server in domain NEW that I am going to put exchange 2k on. I
will be using a different organization and site name from the 5.5 server.
More accurately, some rules are server-based and some are client-based.
Only server-based rules will fire without a logged-on MAPI client. You
need a MAPI client to create and manage any rules.

If you're starting completely fresh, then your old servers are
irrelevant. Just run setup while logged in with an account that is a
member of Schema Admins and Enterprise Admins.

What you can do is shut the services down; back up all the files; swap
the disks, leaving the drive letters consistent as before; then
restore all the files.
