Not true, the RUS will stamp the addresses as per the Recipient Policy
when the new account appears on the domain controller it looks at.
Perhaps you are thinking of mailbox rights which are only created
whenever the user first logs in or the delivery of the first piece of
mail.

Err, Outlook 2003 has the ability to handle PST files in excess of 2Gb.
Exchange itself doesn't know or care about PST files.

When I had similar issues between the core Exchange servers in Houston and a
remote one in Italy, that the queues in the MTAs would bunch up behind a
large message. After extensive Exchange troubleshooting (in vain) it
turned out we had a dirty WAN circuit - when that was replaced mail flow
I don't have an Outlook 2000 client to hand to check the IM option in there,
but I've found unchecking the Enable IM in Outlook 2002 wwwyyy speeds
up response times when moving from message to message.

You'll get this option if you install Outlook after a Notes client has been
installed and configured. Once configured leave the Notes client config
alone as the Lotus Notes Mail service is not the most stable of things.

If you've got a Notes server convenient, use the Migration Wizard supplied
along with Exchange administrator to connect to the Notes server and migrate
all the messages to a PST file (or to the Exchange server if so required.
It can be a bit pernickety to get working but the results are
