Additional Info rec'd - If a user reply's to a message that I send them it wil be delivered to me. However if that user initiates a new message they get the timeout error. _ List posting FAQ:

You might want to make some adjustments to the various smtp timeout values under HKLM\System\CurrentControlSet\Services\MSExchangeIMC\Parameters. There are several values such as SMTPWaitForMailFrom etc. that I've had to modify in the past to deal with slow servers. At my last place of
