No OWA after info store rebuild

I have rebuilt my information store using the following procedure:
Use exmerge to export all mailboxes.
delete priv.edb
restart (new priv.edb automatically created on restart)
send message to everybody (creats new directory structure in info store)
use exmerge to import all mailboxes.

Worked like a champ except now I get failed to get inbox after logging
into OWA (all users same thing). Every article I can find says there's a
permissions problem. Not only are all permissions the same but the system
and OWA are installed on a FAT partition (don't ask) so permissions can't
even be set on the files. Is the problem that OWA is still looking for
the old mailboxes, and if so how do I get it to resync on the new info
store?

this is a permissions problem. Not only are all permissions the same, OWA
and the system are installed on a FAT partition (don't ask) so I can't
even set permissions on the files. Is the problem that OWA is looking
for the old mailboxes and is seeing a new directory structure, and if so
how do I get OWA to resync on the new info store?

I would like to setup a Distribution List that contains about 500-1000
people.  These people would not Exchange email accounts, but just regular
SMTP accounts.  I figured I could just create 500 custom recipient email
accounts and add all those accounts to a DL, which works, but, then my GAL
fills up with 500 smtp email accounts that I do NOT want to show up.  Is
it possible to HIDE a custom recipient account from the GAL but still use
it in a DL?  I tried hiding them from the GAL, but then I couldn't add
them to the DL anymore.

no OWA after info store rebuild

I had posted this before and didn't get any help (a very perplexing problem
to say the least) but I have found out some more specifics so I'll try
again. I rebuilt the info store  by using exmerge to export all mailboxes to
.pst's, created a new priv.edb, and imported back from the pst's. About half
of the accounts now can't use OWA. They get failed to get inbox after
logging in. I thought it was outlook related but that's not it. I found I
could fix the problem by not importing back the associated folder
messages. Exmerge says the associated folder messages are used to store
folder rules, views etc. Here is where the problem is, if I don't import
these associated messages back in the accounts that don't work start working
again. Of course these accounts lose all their rules and views and who knows
what else. I would like to be the Hero here instead of a Bum so now my
question is, can anyone elaborate on just what these associated messages
are, or can you point me to a resource. What I want to do is access these
messages programmatically and see if I can do anything with them. Any ideas?
(constructive ones I mean :-)

v5.5.  We are all W2K SP2 with Exchange v5.5 SP4, and they are all NT6 SP6 
with Exchange v5.5 SP4.  Once we have joined NT domains we will need a tool 
to combine the two Exchange systems, and the Move Server Wizard looks like 
just that tool.  We also have the option to ExMerge all data out to PSTs and

join the two systems that way, but assuming the wizard works correctly it 
seems preferable.  Has anyone had any experiences with this - good or bad?  
Any comments from people who have been through a similar scenario that may 
have solved the issue differently would also be appreciated.
