I'm not sure that Exchange supports your definition of newsgroup. If I
remember correctly you can do some tricky stuff using Public Folders but
don't remember...I believe that Ed Crowley (Did I spell it right? grin)
has written some stuff about this?

Yes, you can do newsgroups in Exchange. They can be accessible via a
newsreader (e.g. OE), Outlook or the web via OWA. One could write a custom
interface to it, in fact Microsoft has written a custom web
