File sizes as shown in the directory do not change until the file is
closed, so what you're observing is hardly unusual. Look at free space
on the drive as an indicator instead.

You could always purchase something like 'KVS Enterprise Vault' restore each
backup and archive it to the Vault in turn and then use it's indexing search
system (words or phrases) to locate information in body text and
attachments.

KVS Enterprise Vault would be a good way to go, however not sure how the
vault-enabling of mailboxes would work in that situation (since you are
constantly reloading Exchange). You will need additional hardware to support
