I still bet that it's the destination server not supporting 8bitmime.
You can turn off this ESMTP verb on Exchange, Q257569. This Q article
shows how to do it for Exchange 2000 version of SMTP, not the base
Windows 2000. I did not read the Q you referenced, but I know the one I
listed above
