I want to say the cache is maintained in the Exchange mailbox itself with

I believe you can just delete the files that start with 'stream_autocomplete in
C:\Users\\AppData\Local\Microsoft\Outlook\RoamCache

NK2Edit can modify existing stream_autocomplete files (the new version of
NK2 in more recent Outlook versions). From there you can selectively delete
addresses or edit them.
Might be a pain if you have a fleet of users to do this one. NK2Edit has
some commandline options, maybe save a little time.
