Thank you for the advice, I am now able to set my background to what I
want. Now I need to figure out how to stretch it across both displays
and install that quick launcher.

IMAO it was fixed here, when I setup the wallpapper for one time
manually. Open ~/.kde/share/config/plasma-appletsrc with your favorized
text edit. Seek a section with a line "wallpape

(just in case). I have the same issue. Also KDE used to be able to
set the background for each work space (desktop) separately, I don't
see that option any more. That option and many more is why I prefer
KDE over Gnome.
