WHAT ABOUT A SWIFT KICK IN THE REAR FOR THEM?  GUESS MY NEXT STEP WOULD BE TO 
MOVE OUTSIDE THE CITY LIMITS AND TAKE THE CATS WITH ME.  LUCKY FOR ME I DO LIVE 
OUTSIDE THE CITY SO I CAN FEED ALL I WANT TO AS LONG AS I CAN AFORD IT.

I would imagine TNR orgs have dealt with this type of thing.  Sure seems it
ought to be something to be appealed to the city council, or ?
Maybe someone can offer a suggestion.  Hope you can help change their minds.

If the city council is full of idiots, you have a problem.  Legal is what they 
say is legal.  You have to keep the pressure up from many sources to make them 
change their minds.

I think people claim cats kill too many songbirds.  What about hawks, don't 
they kill songbirds?  What about raccoons?  Yes, my cats get a few, very few, 
but not as many as the bird people claim.
