I would imagine TNR orgs have dealt with this type of thing. Sure seems it ought to be something to be appealed to the city council, or ? Maybe someone can offer a suggestion. I think people claim cats kill too many songbirds. What about hawks, don't they kill songbirds? What about raccoons? Yes, my cats get a few, very few, but not as many as the bird people claim.
