Michelle Lomax's email reminded me of the yahoo Best Friends forum 
Michelle Lerner turned us on to.  It's for rescue organizations.  I was 
thinking that these guys, even though most of them seemed to be 
established rescues, might be able to lend support/info about your 
plight with animal control.  At the very least, I'm betting they know of 
research that will back you up with the FIP issue.  Here's their webpage

I have friends who have had issues with Animal Control and have found that
you need a lawyer, if you want to be taken seriously.

The No More Homeless Pets forum deals with specific issues each week, not 
all questions. I would actually call Best Friends Sanctuary itself, in 
Utah, for advice. And again, I would call the Animal Legal Defense Fund 
for advice and a referral to a local pro bono attorney.

Contact Dr. Richards at Cornell. He is really nice and very accessible, and he might agree to testify over the phone for you or at least direct you to something on the corona virus issue. He is a big proponent of not separating based on corona or FIP status, and he is the head of a national feline vet association. He can probably also direct you to a good source of info on the FIV issue as well.

Other than that, doing some searches on Google should bring up some stuff.
