I tried turning things off in the mouse settings to no avail. But using
a corded mouse solved the problem. I'll hassle with the Magic Mouse
later (which is kind of nice.)

Same happens to me, if a source in the shape of a heavy book slides onto part
of the alfa-numeric keyboard, so that one or more keys are partially or fully
depressed.
It might also happen, if one of your alfa-numeric or function keys is sticking.
My remedy for that is about sliding my fingers

Alas, I turned all that stuff off, rebooted the computer, and...no

I’d check the mouse/trackpad and see what is going on there. You might have
some gestures enabled.

Finale 25
Sierra OS (12.1?)
Brand-new iMac
Here's what it's doing:
When I drag the horizontal scroll bar, it "bounces back" a certain
distance. When my cursor is in blank space, the window contents will
move all by themselves. When I select a measure in Speedy, it will jump
to another measure.
