Doesn't finale automatically put a whole rest in the bar anyway? Make
sure that the option is checked in the staff attributes.
7 is the key for whole rests in speedy. What does the error message
say? That there are too many beats in the measure? Can't you just
click ignore and keep working?

Thanks for your help with this.
I can get it to display a whole bar rest by clicking ignore, but I don't
seem to get one, if I don't manually insert it and then correct what I get.
I'm wondering if this is because I'm putting 2 voices on one staff.

If you use the eraser tool to delete everything in the measure it should
leave the Default Whole Rest regardless of time signature.
