[Finale] How does HP recognize the Fermata symbol?

I am working on a score where I have to use another organization's template. For some reason, HP blows right through the fermatas as if it doesn't see them. HP is working in all other respects. I even went into the HP settings for tempo variations and set the minimum fermata to several
