Well, I solved the problem, although it seems like a bug in the program.
My first violins were playing B five ledger lines above the staff, and the
tremolo articulation stubbornly kept insisting on displaying below the
staff. I temporarily transposed the passage down an octave, and the tremolos
appear in the right place.

I'm using Finale 2011b on a PC, and I've run into a really vexing problem
with tremolo slashes. When I try to apply the tremolo marking to notes
written high above the staff (like Violin I) the tremolo sign ends up
appearing under the staff. When I click the handle to move it, it
immediately jumps to the top of the staff (not where I want it), and then
allows me to move it into the staff. Then, when I change the view on the
page by scrolling, it jumps back down to under the staff. 

 

Any ideas?

This is one instance of the famous dancing articulations bug. Hit (on Mac) 
Cmd - D to redraw the screen, and that SHOULD be the actual real place the 
articulation will print. It seems to be just a display problem, but it is a 
problem if we can't see where the durned thing is supposed to be!

I tried the default settings first. Then I started messing with them;
nothing seems to help. You have the option of using the regular or the
flipped symbol, both of which look the same (and act the same), and there
are check boxes for such things as Avoid staff lines and Always place
outside staff. The tremolo symbol acts as if I had checked these boxes, but
only when the note entered is high above the staff.

I haven't seen this in Fin2011. Do you use the default settings for the
articulations, or is (for example) any of the staff settings checked?
