A C Score, with this part in bass clef, would not pose a problem.

Sorry I haven't been where I could answer this properly until now. In the
Transposition dialog, select the Bass Clarinet transposition (Bb up a M9),
then change the Interval to 15. Done.

What playback device are you using? Is the contrabass actually one of
the samples available in that device? Remember that sample players such
as GPO and East/West and Vienna Symphony and Miroslav's Philharmonik
don't allow the instruments to play above or below the recorded samples,
so if you're trying to use a bass clarinet sample to hear the contrabass
part you won't hear it if you try to have it play that additional octave
down, which would make the audio what you're describing.

Re: [Finale] Contrabass Cl.

Dean. First check to be sure the CB Cl. is actually notated in the same
octave as the B Cl. Just changing the transposition dialog would have made
notes in the CB Cl staff all appear an octave higher.

If that's not the problem, then view the score in concert pitch and be sure
the concert pitches are the ones you want. If they are, then the problem is
somewhere in your playback patch and not in the Finale/MIDI side of things.

Otherwise, use the octave transposition and the treble clef with an 8
