Yes I know I can do that. But I have linked parts and adding an invisible first 
measure creates too many other problems to overcome.

Not necessarily so.
Insert a measure before the first measure. Insert the title page before 
the first page. Move the inserted first measure to the title page 
(insert a system break and a page break).
Change the first inserted measure to invisible using a staff style 
(check: force hide staff: cutaway).
Attach your smart shape. It will show. I've just checked it and it works.

Pardon me, but what about using Microsoft Word, or any other word
processing program for this?  If the title page has no music on it,
that's how I would do it, rather than trying to force Finale to do
something it wasn't designed to do.  The right tool for the right job,
and all.  As long as it looks good when it prints out.

be attached to a staff. There is no music on the page, so there is nothing

What about using custom lines like a glissando line using the word you want
with a blank character in place of the wavy line?

If all you need is vertically oriented text without rotation of the
letters, you can use the standard frame options on a page title to do it.
If you need the letters to rotate, the only solution I know is a custom
shape. Perhaps you could place an invisible bar of music on your title
page. Ugly, but it will work.

You could export a graphic either out of Finale or other program and then
place it on the page. Unfortunately there are numerous buggy hurdles with
this approach, but it can be done.

For vector graphics you must use EPS. I so wish Finale supported importing
PDF as a graphic. There really is no excuse that they don't. Shy of using
EPS (which is buggy) you can export a TIFF. (FWIW: I always bite the bullet
and use EPS.)

Yes, Robert G. Patterson's Settings Scrapbook plugin can copy these Custom
Line Definitions to all open documents.
