but instead of using Blowfish or something heavyweight to decrypt,
just split the source .swf into chunks on the server, load each chunk
seperately, reassemble and loadBytes on the client side.

What software are you using to create your FLVs?
ffmpeg to anderstand the encodings possibilities.
flix or sorenson, depnds on the codec used.
Seems that super is a great tool and free also.
Riva Encoder is a nice gui of ffmpeg with less settings.

To conclude, there is not a rule that link datarate and filesize.
You'd have knowledge about your encoding tools and the way the flv were
encoded.
