[Flexradio] CAT up and down

Don't know if you noticed it or not, but I was working with Bob Tracey on the CAT control pre contest last weekend and he added the UP / DOWN feature on CAT control. I found it outstanding to be able to keep the focus on the logging program and still have tuning capability with the mouse scroll
