Thanks for the suggestion.  I already have:
fo:simple-page-master page-width=14in  margin-top=1cm
page-height=8.5in  margin-right=0.75cm  margin-bottom=0.75cm
margin-left=0.75cm .
I still need change printer property to make change if the current setting
is not legal paper.

set printing Legal page in FOP properties, instead of keeping changing the
