pdfaPilot does the same … no wonder this company belongs to Adobe as well (not
100% sure about it, but once read article to this theme):( I think they are
using the same “Preflight engine”, from my experience when Preflight finds an
error, pdaPilot does as well, and when document

requirements from "header repeated in each colum" to "header repeated on each
new page", then markers would be your way to go, I guess.

you provide a self-containing boiled-down example (FO file) that
demonstrates the problem? Whitespace and linefeed treatments depends on
a whole bunch of properties and their values which cannot be seen in
your snippet.
