embedding-mode is a new feature recently added in FOP trunk (see [1]).
FOP v1.1 doesn't implement it (see [2]).

I think font embedding into PDF works with FOP 1.1, as described here:

I'm using FOP 1.1 and embedding works well with PDF format.

Ahh I did not notice that because it is marked as bug not a new feature.
Sadly noone will allow me to use trunk version since there is still
development and I assume that the stable releases should be used for
commercial applications.

Are you running FOP from the command line? If so, then you shouldn't
need the servlet. That's just for testing FOP from a web application. It
would be helpful for us to understand the issue if you could provide the
full console output rather than just the error line.

Yes Arial (replaced Helvetica) is in base14 font so it is supplied in all
readers.
I can not embed the full ttf font to the pdf because these feature has been
added to trunk only (as I found out today). There is the way to embed just
a subset of the font but adobe acrobat complains about it
