If you still don't see underline, can you post a short XSL-FO or SVG file that
demonstrates yoyr problem, please?

Apparently, FOP 0.20.5 (or the BATIK version in the FOP bundle) doesn't show
underline in SVG.
Since FOP 0.20.5 not supported anymore, I encourage you to upgrade to FOP 0.93
