I run Visual SVN Server (http://www.visualsvn.com/) just fine, but I'm
not sure if it uses css.  You can peek at one project here:

I run a BSD m0n0wall firewall (http://m0n0.ch/) just inside my cable
modem and feed my network from there.  I've never had problems with
hosting stuff before.  I'm getting a few refurbished 1U servers in a
couple weeks so I'll be putting fossil on linux soon.  Still, I can't
fathom what the problem would be.  I even tried to VPN in and then hit
the UI; same thing.

I want to correct my earlier statement - I did see this happen locally,
just with far less frequency and reloading once seems to be all it takes
to fix it.  Also, it seems that once the css is cached locally, the
problem occurs less frequently.
