This sounds like a cluster synchronization bug that was squashed after Fossil 1.29 was released: https://www.fossil-scm.org/index.html/timeline?c=2014-07-22+22:26:50 Check your ``fossil version'' to be certain. If it is indeed the same bug, then you can use ``fossil pull --verily'' to pull down the missing content.
