fossil set uv-sync on
is not honoured by `clone', i.e. without explicit `clone -u', the uv files are not cloned. a
subsequent `sync' (w/o the `-u'), however, does indeed initiate transfer of the uv-files from remote
repo into the new clone. according to manpage the same should happen with `clone' if uv-sync is "on".
