Yes.

This came about because of the effort to move toward a strict CSP, and
removal of all in-line CSS.  (That is a work-in-progress, btw.  We are
not there yet.) The background color is now set using the separate
"graph.js" script which gets the background color for check-in nodes
from the "timeline-data-N" JSON object.  But since technotes do not
have graph nodes, they don't get their background color set.  Bummer.
This won't be easy to fix...

Verbose view restores most, but not all, of the look.  Here are two 
otherwise identical repos:

1. Fossil 2.5 (wrong):

That said, to me the Fossil 2.5 one in verbose mode looks better so I 
might change my CSS to match that

[fossil-users] Restoring previous timeline look

When opening a repo in fossil 2.5, I noticed that the timeline view doesn't
show their background colors, nor does it seem to respect the CSS. The
entries are always rounded, with lots of spacing around them, in the new
style. I thought this was defined in the skin's CSS, but the same repo/skin
in 2.3 is just fine.

Is this behavior hard-coded in newer versions of Fossil, or can it be
changed in a skin's css? I thought I'd followed that discussion close
enough, but I expected the skins to control the behavior so I'm clearly
missing something...
