I'm not sure I understand your comment. First, there is no importance element
in DITA. So I presume you mean the importance attribute, which is present on
many DITA elements. It is designed for the exact purpose that you describe:

In Frame 9 (Win), is there a keyboard shortcut for closing all open
pods/dialogs? I'm talking about, for example, Variables, Character Designer,
Paragraph Designer, etc.

If you open all files in the book and select them, you can then go to
View > Zoom > 100%.
If you want all the files to be 120% (my favorite zoom level), you would
then select View > Zoom > In. That will take it up a notch on the
standard zoom ladder.
