If you do decide to go with RoboHelp, last I checked Adobe has still not documented how to link FrameMaker source to RoboHelp (i.e. to use RH as an add-on rather than importing FM source). I created this as a model. See fm_link_to_rh.pdf for detrailed instructions.

At my last job, the source was in FrameMaker. When I started we were using RoboHelp to generate web help, but after a while I migrated to WebWorks ePublisher and found it far superior. Flare can't act as an add-on to FrameMaker the way RoboHelp and ePublisher can. You have to import. So if you

Web works and E publisher are far superior for producing context sensitive help the integration between frame maker and RH has not improve significantly enough to remotely compete and it's not just the integration that's the issue it's the complete lack of basic functionality in some key areas
