The definition in the glossary is the tooltip text.

you tried different browsers? If yes to all three, I'd call support.

According to the FM 19 doc, you can generate HTML ToolTips by inserting
Glossary Entry markers in the Frame files.
When I try it, nothing happens except that the word in front of the marker,
which I intend to be the hover point for the ToolTip, disappears from the
HTML.
