OK, here's a follow-up: I'm going through this document more than a year
after I wrote it and I suddenly realize why I'm having this problem with
non-smart apostrophes: I HAD to turn smart quotes off

To you Richard, and to Fred: Completely forgot about that, thank you. I
have spell checked this document and those didn't turn up so obviously I
had the option turned off.

In all FrameMaker versions through at least 8.0 (which is the newest version
I've used), one of the options you can select for spell-checking is to
find/correct straight quotes. It works for both single quotes/apostrophes and
double quotes.

A spell check can fix those for you. In the Spelling Checker dialog,
a standard apostrophe,
like backslash-something.
