Applying Keep with Next in this way is basically making exceptions to
the paragraph styles. It's not the type of thing they would make a
shortcut key for. If you want a shortcut key, you might consider adding
a style for the end of the page. You could call it EndOfPage, and define
it with 600

You can look for keystroke commands in the *.cfg files in your
FrameMaker installation directory. There may be one for applying Keep
With Next Paragraph. You can learn about customizing these files here:

As others have said, there isn't a key combination that will do this
directly. However, you can ease the pain a little.
- Type either CTRL+M (single key combination) or ESC o p d (four
separate characters) to open the paragraph designer.
- Select the Pagination tab. If you are doing a lot of
... and if you get into the paragraph designer, but you want to jump
back to your active document without making changes, press SHIFT+F7.
This will work from most FrameMaker dialogs.
I hope they haven't changed any of these for FM 9.

I don't know the key combo, as I try to keep para format overrides out of my
doc's at all costs. I'd recommend a Body (Keep with Next) tag apply as
needed.
I rely quite heavily on the ability to import formats remove overrides, so
anything put in manually would be erased on each such import.
