To try and make this more useful, Save the Word document as rtf
Then open the RTF file in FrameMaker.
Now all of your styles are preserved.
Obviously this might not solve your other issue, but does help with the
paragraph styles.

Through the GUI? Table-Custom Ruling Shading lets you change
properties of ruling styles, or create new ruling styles with different
properties.

Yes, there is:
Select Table Custom Ruling and Shading
Click an existing ruling style
Click the Edit Ruling Style button (You can change the name if you like)
Change to whatever color you need
Click Set
In your table designer, select the ruling line you created.

Table Custom Ruling Shading Edit Ruling Style. If you type a new
ruling name it is added. The new ruling style then becomes available

client behavior) simply do a Reply to All *each

Sure. At the book level, set each file in the book to continue paragraph
numbering (FM not open, but I believe you right-click the files, select
Numbering, and it's the Paragraph tab).
