Oh, wait, that's just standard documented behavior, you can't use
building blocks in user variables. It's been so long since I needed to
modify a date format that I forgot.

In FrameMaker 10.0.2.419, date building blocks work only in system
variables. In user variables, they display as literals minus the first
angle bracket, e.g. $monthname>.

The tools are relatively crude. I prefer to create drawings in another
program and import them.
