I have no explanation but I do have a possible solution. When crerating
the PDF, turn on Create Named Destinations. You shouldn't have to do
this for internal xrefs but it solved the problem for a client of mine.

I need to create a few random Chinese characters in an otherwise
English document. The person I'm working with has this to say:
Frame supports all language fonts, so you'll need to install Eastern
language support. If you're using windows, the fonts are installed
automatically.

appendix) is appendixes. Appendices is the plural of appendix, the

I have a large project coming up that involves converting unstructured
FrameMaker docs to structured FrameMaker (7.1 on Windows). Does anyone
