Suggestions: How to deliver localized online help... DITA/Structure/XML?

Hello Framers!

We currently deliver our user guide in HTML as the online help for our
application. When the user clicks on the Help link/button/etc., the
correct section of the rather lengthy user guide is displayed. We do
this via WebWorks and TopicAlias markers, delivering WebWorks Help --
pretty standard stuff.

The issue I'll soon be facing is the question of how to deliver a subset
of the user guides for localization. Since we currently use the whole
user guide as the online help, the translation costs/time/etc. to
localize the entire set would be prohibitive. What I've been considering
is trying to deliver a subset of the user guides as online help for
localized versions of the application. This subset would cover the UI,
but leave the more advanced subjects in the English Only user guide.

I have a couple of questions, though. 

Does this approach make any sense? Would this be a good case for DITA?
Am I overlooking a more simple/elegant solution? Obviously I want to
avoid duplicating content where I can.

Does anyone else here have experience with a similar project?

Because our current online help is actually two separate guides (User
and Advanced guides) together in a single WebWorks Help presentation, I
considered adding a third guide, this one to be localized, and then a
separate mapping of TopicAlias Markers for localized versions. This is
probably the route I'd take, if I end up going with some sort of
structured solution (so that I could take advantage of a single source,
generating the three books).

Your thoughts?

Yes, (As usual, Bill is spot on) I found myself in that situation a
couple of years ago. I convinced my new employers to buy Frame, and
ended up using WW2k3 Standard, HTML Help Workshop, and some perl scripts
I hacked together (for the index/etc.) to make the whole thing work. A
fairly ugly and inelegant solution, but it worked. 

We're having enough problems with WWeP here that I _almost_ look back
fondly on those days... :)

You can't make CHMs with WWP Standard, however you can take the HTML
output and use any Help authoring tool to compile the HTML from WWP
Standard into CHM. But, you will need to manually create a TOC and IX
for the CHM. If you're not creating Help often, this solution might
work (HTML Help Workshop is free from MS, and there are other free and
cheap (Shareware) HATs out there that you can use (if you don't mind
paying a minimal fee, you might want to use FAR from helpware.net).
Otherwise consider upgrading to WWeP Professional. But no, you can't
create CHMs directly with WWP Standard alone.

is simple, elegant, and incredibly helpful. I love that nice clean

indeed, you can generate an index of references (imported graphics) and
this may help to clean up your graphics folder. However, you'd still
have to clean up this folder manually.

I use the Bruce Foster's Archive plug-in to do this in a more automated
way.
It copies all the files of your FrameMaker book and all the imported
graphics and text insets to a target folder. You can then delete the
legacy graphics folder and move the files back to the original location.
Great tool, $25 only and it saves you a lot of time.
