Generate Tagged PDF -- but are there any circumstances under which
we'd want to clear it? I.e. is tagging sometimes undesireable?

My experience has been very weird with this. FrameMaker 8 (latest
patches) and Acrobat 8 Pro

If the PDF is tagged, it's easier to go to specific parts/paras of it
from outside sources. Like if you were doing context sensitive help
and wanted to map to a specific location within the PDF.
