I believe Delete All Unused Formats was added in FM10. On the Paragraph/Character Catalog window there's a gear icon. When clicked it shows a list of options, one of which is to Show Only Unused Formats, another of which is Delete All Unused Formats. I find those options to be the easiest way to clean up a document's catalogs.
