Yes, I am using Tortoise with fm files.
I work with them in the following manner.
Firstly, I need you to know that I work with developers wherein the complete
code is managed by CVS and the code build is ant 1.6.5 based.
Torotoise is used more because it integrates directly into explore

I've been using it for a few years now. It was always good, but the
version that came out maybe a year ago fixed some little problems,
especially with the images in icons, and now it's great.

I use TortoiseCVS with Frame files. I mark both .fm and .book files
as binary, so that each time I check in the entire file is replaced, and
I don't use CVS Diff. Otherwise, everything works smoothly.
