In the past we had a comparison of RoboHelp and WebWorks, but I mean that is
not deciding today.

what your future deliverables may be. For example, if you are not creating PDF,
do you need FM at all? Will you be translating?

It depends on what exactly you are looking to do, the level of quality you
expect, and the output that you need the help system to be in. It also
depends on what software you currently have. I am assuming your criteria is
1) inexpensive and 2) low learning curve 3) can generate a help
