This might be caused by a bug in S-Tagger for Trados 8.2 SDL 2007
and was fixed by a hotfix.
Before the hotfix, S-Tagger did write single straight quotes
in the text unencoded instead of \q.
String `Text \qwith straight quotes\q in FM8.'
was erroneously written as
String `Text
