Yes. Pgf is a paragraph object, PgfFmt is a paragraph format object. All text
other than text lines resides in a Pgf object.

The MIF tag defines a paragraph tag. It includes all the
properties defined with the Paragraph Designer plus more that aren't
exposed in the FrameMaker UI.
