Does anyone know of any other way than the use of a one-cell table to create a
border around a block of text, or a shaded backdrop to text? The table approach
works, but is a complete pain where text call-outs flow over page boundaries.

Yes, you can use the text-flow object on the tools toolbar, and the
apply border/background attributes to the flow.
